Practical Aid

Here is an interesting case study about some of the ways aid is being given to developing countries to directly target one particular problem.  Such, targeted, untied aid is difficult to argue with, except the usual dependency argument.  In many respects it is better than aid which goes directly to the country's government and may or may not improve living standards.
