The demand for heroin

An interesting and controversial scheme in Scotland is allowing drug addicts to take heroin unders supervised conditions.  The BBC reports here

As always this is a question of economics.  Firstly, there is a question of demand and the fact that allowing people do it a clinic is nothing  other than a substitute good, but there is also the question odf reducing negative externalities, suc as crime, by introducing such a scheme
