It means they are spending less and possibly taxing more. On the chart it's where the gap between the two lines is narrowing.
If the deficit decreased, wouldn't that decrease the amount that the government tax people (e.g. income tax, VAT, etc)?
In the long term, but to decrease the deficit the govt has to reduce spending - focus on that
