Arguement Against Low Emission Zone

Mayor Ken Livingstone mentions that without the £130 million scheme for the improvement in air quality, it would've improved anyway. £49 million has been spent establishing the scheme and a further £10 million will be needed each year to keep it running. Transport of London also argue that very few lives would be saved even with this change and 65% of health benefits would be needed to make public transfer cleaner. With this scheme running, pollution will be reduced by no more than 5% and air quality by a trivial 1%. Brian Paddick notes that a lot of small operators (for lorries)would be put out of business as they cant afford to pay for fitting particular traps. In conclusion this scheme achieves very little and lorry operators are having to pay an enormous price for a measly improvement.
