The Low Emission Zone Is the latest act by the government in order to reduce the carbon emissions emitted from the vehicles that travel throughout all the London Boroughs. These will cause some problems to current motorists.
Low emission zone is throughout London, if your car does not meet the required weight (for travel you will have to pay a £200 charge if you have a large lorry, bus or van Weighing over and £100 if it is an overweight car. These expensive charges are going to limit the amount of deliveries organisations will be able to order (Tesco ordering less goods). This has the ability to lower the economies of scale as less goods will be purchased ad this could also lead to a slight price increase in the goods that are limited to come in thus Eugene will not be able to buy as much value sliced bread from Tesco because of the price rise
Another Limitation is a compulsory car maintenance cost in changing the fuel tank from a more polluting fuel (unleaded) to a less polluted fuel (diesel). An inspection by the Vehicle and Operator Services Agency (VOSA), after a successful test, VOSA will issue either a Reduced Pollution Certificate (RPC) or a Low Emissions Certificate (LEC). All of these are extra costs that have to be made in order to stop the person receiving Low Emission Zone charge.
In conclusion the Low emission zone will increase the Marginal Private Cost to motorist and future motorists will have to find alterative ways of transport which will be less convenient ( Eugene taking public transport until he is 30 when he can afford to meet up to the basic costs of a car and afford a car).
